The conventional view of the proper relationship of the government to the media, as it developed in the United States, is well known to us all: the free press is generated by private citizens independent of government censorship and control.

 

미국에서 발전한 정부와 언론의 적절한 관계에 대한 전통적인 견해는 우리 모두에게 잘 알려져 있다. 즉, 자유 언론은 정부의 검열과 통제로부터 독립되어 민간 시민들에 의해 만들어 진다는 것이다. 

 

By logical deduction, this means that media and communication are, in effect, a function to be provided by profit-seeking businesses competing in the marketplace.

 

논리적인 추론에 의하면, 이는 언론과 통신이 사실상 시장에서 경쟁하며 이윤을 추구하는 회사에 의해 제공되어야 할 일종의 기능임을 의미한다. 

 

The First Amendment to the US Constitution guarantees this freedom, and as long as the government keeps its hands off the media, a society’s flow of information and ideas will be safe.

 

미국 수정 헌법 제1조는 이러한 자유를 보장하며, 정부가 언론을 간섭하지 않는 한, 사회의 정보와 아이디어의 흐름은 안전할 것이다. 

 

Without government intervention, a healthy media system will invariably rise from the rich soil of political freedom.

 

정부 개입이 없다면, 건전한 언론 체제는 정치적 자유라는 풍요로운 토양에서 언제나 번성할 것이다. 

 

Let the government intervene, no matter how well-intended the intervention may seem, and alarm bells should go off in the minds of all liberal and right-thinking people.

 

정부가 개입하도록 놔두면, 그 개입이 아무리 좋은 의도로 보일 수 있을지라도, 진보적이고 올바른 사고를 하는 모든 사람의 마음속에 경종이 울릴 것이다. 

 

The government and the private media are by nature in conflict.

 

정부와 민간 언론은 본질적으로 상충한다. 

 

To paraphrase the immortal words of Thomas Jefferson, if a society could have either media or government but not both, the sane choice for free people is media.

토머스 제퍼슨이 한 불멸의 말을 바꾸어 말하면, 한 사회가 언론이나 정부 둘 중 하나를 가질 수 있지만 둘 다를 가질 수 없다면, 자유인에게 분별 있는 선택은 언론이다.
